My guess is the inspection tech attempted to see if the spare was properly mounted in the trunk. I’m just spitballing tho cause I have no experience with our inspection procedures.

No, I did that by pulling on the spare. Not ripping on anyone. Just showing how bad the common issue is on my car since I live in the rust belt.

Damn that’s too bad, when do these inspections happen and under what causes ? In Salem, OR transferring a title is the only time they go out and look at the car (dmv) and it’s just for a vin check. I’ve never had any employee actually look in one of my cars , least of all in the trunk.

In PA it is a yearly Safety inspection and depending on county you will also have a yearly emission system inspection. Non "emission inspection" counties have a visual anti tampering to emission components built into the safety inspection.
