So we got a k24 with 250k. No balls. No discernible vtec crossover. Power goes in and out a little at around 4500rpm. Cant find a vaccuum leak. Replaced vtec solenoid and knock sensor. Had codes for those 2. Disconnected the battery to reset the code. Drove it. No change. Car is bone stock. Pretty sure there's an exhaust leak too.

What codes did you get? When VTEC crossover is locked, the ECU is in limp home mode for reason. Could be an missing Vehicle Velocity Signal (VVS), a missing VTEC pressure signal, a something else. Whenever a vital signal is missing, the VTEC crossover won't be taken as limp home mode is active. Sounds like a bogging cow or redline music around 4000 rpm. Please check the codes and come back with them here. If there are no codes, drive it as long as one come again or measure every signal input to the ECU for connectivity from ECU till Sensor.
