Does your turbo spin at all? Otherwise a seized bearing could be the culprit or perhaps the turbine wheel has sheared off the shaft. Another possibility is a severe blockage in the exhaust. Check your intercooler plumbing is all connected and doesn't have a rag or something left in it.

Your ecu can't stop boost. At a minimum, if your solenoid control strategy is not working, you'll still make Wastegate spring boost pressure. The only way to make zero boost is with a mechanical issue.

Which reminds me check your waste gate valve is fully seated as well.
